Paul Blakeley FRICS ACIArb

Paul Blakeley Paul was one of the first surveyors in the 1970's to not only recognise the potential of capital allowances in investment properties, but also to establish and refine a procedure for their maximisation which also satisfied the requirements of the Inland Revenue. His experience is therefore almost unparalleled and respected in the profession.

In the late seventies Paul as a partner of the then quantity surveying practice, Crosher & James, jointly established the first specialist team of capital allowances surveyors. In 1988 Paul resigned to found Napier Blakeley Winter (NBW), the first independent firm of capital allowances consultants, and together with his Australian partner, Don Napier, formed Napier & Blakeley, now one of the largest and well respected practices throughout Australia, and with whom PJB still remains associated.

In 1999 Paul retired as senior partner of NBW to form PJB and has been jointly responsible for the firm's development, client liaison and negotiations with the Inland Revenue and Valuation Office.

Over the years, Paul has been responsible for training many of the senior capital allowances surveyors now in practice. He has lectured extensively, written numerous articles for the property and taxation press, as well as having been featured on a number of technical videos.

Richard Blakeley DipSurv MRICS

Richard Blakeley Richard is one of the few surveyors to enter the capital allowances industry having qualified as a General Practice surveyor rather than through the traditional quantity surveying route.

In 1999 Richard joined Paul to form PJB, having spent his previous years specialising in the agency and investment sectors. He brings to the practice his experience as a general practice surveyor, in understanding the effects of capital allowances on the feasibility of investments in enhancing the net return.

Richard has been jointly responsible for the firm's development, client liaison and negotiations with the Inland Revenue and Valuation Office, as well as being instrumental in expanding the firm's interests overseas and in particular PJB's activities in South Africa.

He has been the author of a number of technical articles and has been responsible for arranging and providing a number of tutorials on capital allowances.

Michael Robinson BSc MRICS
Partner

Michael Robinson Michael is a Quantity Surveyor by profession and started working with Paul at NBW in 1994 specialising in Capital Allowances. From 2001 to March 2005, Michael was working in Johannesburg as Director of the Capital Allowances section of one of South Africa's leading Quantity Surveying practices, and was the first full time Capital Allowances Specialist in South Africa.

Michael joined PJB in May of 2005 as a Partner, and has assumed responsibility for the technical development within PJB.

Together with Richard, Michael is responsible for the firm's expansion in South Africa, including the technical development and discussions with the South African Revenue Service.

Adam Topol

Adam Topol Adam joined PJB in 2002 having spent the previous 12 years as a quantity surveyor, and is responsible for many of the capital allowances claims prepared by the firm.

Adam has also been involved with the firm's activities in South Africa, having assisted with the preparation of numerous claims for submission to the South African Revenue Service.

Additionally, Adam has been instrumental in the overhaul of the PJB software used in the formulation of the capital allowances claims to maximise on fast and efficient results.
